Brazil’s federal government published Provisional Measure (MP) 1.394/2026 on 25 September 2026. It prohibits the exploitation, offering, intermediation and advertising of fixed-odds betting across the country, covering both sports betting and online casino games.
What the measure prohibits
- Betting and online casinos: no new deposits from the day of publication, and platforms had to wind down their operations.
- Advertising and sponsorship: promotional material and sponsorships had to be removed. The ban covers content directed at the Brazilian public regardless of format and regardless of whether anyone is paid for it.

What happens next
A provisional measure takes effect immediately, but Congress has 120 days from publication to vote on it. The government also said it would send a separate bill creating specific crimes related to fixed-odds betting, with proposed penalties of two to six years in prison. That bill still has to pass through Congress.
